fix: remove obsolete ownership_costs migration 003

Migration 003 attempted to rename columns (start_date -> period_start)
that don't exist because migration 001 was already modified to use the
correct column names. This caused deployment failures.

The migration was obsolete since 001 already creates the table with
period_start/period_end columns.
